For a child who is born on Tisha BAv and wishes to celebrate their bar/bat mitzvah on the Tisha BAv of their 12th/13th birthday by giving their Dvar Torah / having Aliya laTorah at Minha of the fast day, is it permitted to hold the celebratory dinner with live DJ/band immediately after the fast?

Yes, it is permitted. See Mishna Brura (558;2) . However better to have a DJ and not a band
