Question
Can a place have no Mazal because there has been too much evil. I am talking about arguing and shouting and screaming.Even decades later.
Or is this not so
Answer
We know just of a few rare cities which our sages say are "prone to tragedies", like the city of Shchem in the Tanach, but those just happen to be tragic decisions of man (e.g. Joseph's being sold, Yeravam splitting the kingdom) made in the same place. On the other hand, we surely must avoid dangerous places, like rickety buildings or dark places, where one must be specially careful. But we believe in Free-Will and destining one's fate, and not "luck". One can change their mazal. Accordingly, if people choose to argue and shout less, that place will be more peaceful! Don't avoid that place, but to the contrary, try and help them overcome their short temper, but if they don't heed your advise, just stay away from those people (not those places)!
