Do the maxims Gam zu l’tovah and Kol man d’avid Rachmana l’tavavid apply to situations where bad things result from our own actions?

The Gemara says that everything is in the hands of heaven except for getting a cold and Rashi explains that one should not have gone out without a sweater and caught a cold. It appears that what a person is responsible for they cannot blame on Hashem. However many times there are multiple possible outcomes from one's action and the specific outcome is Hashem's hand and comes to teach us something.
