Are the following men allowed to be considered part of a Minyan?: 1) Homosexuals 2) Men from the Niturei Karta sect (who march with the Palestinians and hate Israel)

Strictly speaking there is no problem; they are men, over 13 and Jewish. Though I can see how in some communities the rabbinic authority will order not to count a homosexual or Neturei Karta for educational reasons...
