Question
Please let me know if on Yom Haatzmaut and Yom Yerushalaim:
1. We say Hallel with or without a Bracha
2. We say half or whole Hallel
3. We can take a haircut
Answer
1 & 2. There are many different opinions, some say Hallel whole with a Bracha, some say whole without a Bracha, and some say half without a Bracha. Each one should consult his Rav as to what his Minhag ought to be.
3. According to The Cheif Rabbinate of Israel Yom Haatzmaut is a holiday and a day of gratitude for the great miracle Hashem did for us. However, different opinions were said regarding the specifics. The mostly accepted opinion is that haircuts and shaving are allowed on Yom Haatzmaut.
Since Yom Yerushalaim is after Lag Beomer, haircuts would be permitted anyway.
