Question
Is carrying out side a eruv as bad as driving or playing on your phone?
And is it better to roll something out of a eruv then to carry it?

Shalom,
Carrying outside an Eruv, driving or playing on your phone are all forbidden on Shabbat.
The difference between them is, carrying in an area which requires an Eruv but there is none, is an “issur de’rabanan” a Rabbinical prohibition, while driving a car on Shabbat in which there is combustion of gas in an engine is prohibited from the Torah. Using a cellphone on Shabbat is also an “issur de’rabanan” a Rabbinical prohibition. Nonetheless, as aforementioned, from our point of view, we are required to upkeep the Torah prohibition and the Rabbinical prohibition as one and the same.
[The difference between the Torah prohibition and the Rabbinical prohibition arises in complex situations. For example, if someone is sick but not in danger, we can allow possibly violating the Rabbinical prohibition under certain circumstances. ]
Rolling something outside an Eruv is considered like any other carrying on Shabbat and does not resolve the issue of carrying on Shabbat.
