Question
Can one say Hallel without a minyan? With/out bracha?
Does it matter if one is praying alone at home or in shul with nine others?
Answer
There is no difference in saying Hallel, not where and not with who.
One May say Hallel alone and at home if necessary. It is always best to pray with a Minyan and in shul.
