Question
Can you tell me a the laws concerning washing hands before and/or after using the restroom? Is a Bracha said, if so, when?
Answer
There's no need to wash before.
After coming out, one should wash his hands in water. Once is enough while some wash three times. (See Mishna brura 4 39)
There is no need to use a vessel like for morning Netilah, though some have the custom to use a vessel. (Eliyahu Raba)
