I had a similar question some years back, so I will just repeat my answer.
Slow cookers usually have a ceramic pot in which the food is placed, and ceramic dishes cannot be made kosher.
Tevila is in a Mikveh for new dishes produced by a non-Jew. What is needed in this case is "Hagalah" which is immersing the dish in boiling water, which as aforementioned is unhelpful in this case. So, the dish will have to be tossed.
