Many ask about this answer, the people of Israel did not hear because of the hard work, but Pharaoh didn’t have hard work, he was the king, not a slave!
The Sfat Emet explains that because of the high level of Moshe and Pharaoh's convictions, Pharaoh could accept the words of Moshe only via Israel, but if Israel did not listen to Moshe, how could Pharaoh hear those holly words?
This brief explanation isn’t related only to the situation in Egypt, but also to the importance of each of us. If we want Divine providence to appears in our life, we need to listen to it and give it space!
