Question
Assuming that you live in a city with unlimited high-speed internet and that your neighbor wouldnt know if you were using his wifi instead of your own.
Would you be allowed to use his wifi without his permission?

Since it is his wifi you must ask his perm, unless it is clear that he permits anyone to use it.
