Uncle niece marriage is allowed in the torah. What about nowadays?

Yes, even today an uncle may marry his niece. (I personally know of a couple who are an uncle and niece). However, because of the obvious genetic problems involved, such a couple should certainly do genetic testing before getting married, and follow the advice of specialists in this field.
