On Shabbat and Yom Tov [Pesach, Shavuot, Succot, Rosh Hashana and Yom Kipur] we don’t put on Tefilin. On Chol Hamoed, the custom in Eretz Yisrael is not to put while in Chutz Laaretz there are different customs. On Tisha Beav the custom is not to put them on for Shacharit. For Rosh Chodesh the custom is to remove them before Mussaf.
