May a baal teshuva, who had a hospital circumision that was not a halakhic brit milah, perfom a hatafat dam brit on himself, or must it be done by a Jew who has had a halakhic milah?

ב"ה Shalom, I consulted a professional mohel on this, and he said firstly that you should be examined by a mohel to see if the circumcision which was done removed all the "orlah", because if not, the Brit milah must be completed. Once you consult a mohel you will be able to ask him other questions, in regard to where the hatafat dam brit is done on the penis, if a bracha is required, and other issues, since there are things which are dependent the prevalent minhag.
