Question
My brother in law will leave New York to Frankfurt before Chanuka candle lighting time. He will arrive in Frankfurt before sunrise. Can he still light Chanuka candles upon arrival. Or what is the latest lighting time even without a Bracha?

Answer
If he leaves after Plag Hamincha (72 minutes before Shika'a) he can light in New York. If he leaves before Plag Hamincha he should light with a torch on the plane.
He can light without a Bracha until Alot Hashachar (72 minutes before sunrise).
It is best to light both (on the plane and later upon arrival).
