Hello Rabbi,
Is it sinful to believe in and fear giving others the evil eye by thinking jealous thoughts?

Thank you for your question. In general one should not fear or worry about the evil eye – rather one should focus one doing what is good and proper in the Eyes of Hashem.
As to jealous thoughts, one should work on themselves to remove any jealously they have. This is a bad trait to have. Although it is a big task to improve our character traits, perhaps one could start with learning the book “The Path of the Just” (Mesilat Yesharim) by Rav M.H. Luzzato. In chapter 11 he writes about the evils of jealously.
