Question
Is it permitted to pull off the little piece of skin that somtimes remains after you cut your nail. Also are you allowed to scratch off dandruff on Shabbos.

Thank you for your questions,
1. It is forbidden to pull off any parts of skin from any part of the body in any way, meaning by scissors by hands or by the teeth. (See Mishna brura 328;99, and shulchan aruch 340 and the Mishna brura and beur halacha there, and shemirat shabbat kehilchata 14;60 and 35;33).
2. It is permitted scratch off dandruff on Shabbos but one must make sure not to take off dandruff that is still attached to the head or other parts of the body (like we mentioned in the previous answer that it's forbidden to pull skin off one's body. (see shemirat Shabbat kehilchata 14;49).
