Question
When havdalah is recited in shul, havdalah begins with the bracha over wine. Why is the first paragraph (Hinei ....yeshuati ) omitted when havdalah is recited in shul but IS included when havdalah is said at home?
Answer
The Aruch HaShulchan (Orach Chayim 296) explains that these passages of bounty and blessing are omitted in the synagogue for two reasons: other similar passages have already been said as part of the prayers of Motzei Shabbat; the omission informs the congregants that these passages are not an integral part of the Havdala.
