Where exactly one can find in Talmud the following assertion?: ?Ten measures of beauty gave God to the world: nine to Jerusalem and one to the remainder./ Ten measures of sorrow gave God to the world: nine to Jerusalem and one to the remainder.? With highest consideration and gratitude,

The first quote is from the Talmud Bavli (Babylonian), Kidushin 49b. Regarding the second quote, I am not familiar with it, and I couldn't find it anywhere in rabbinic literature (although there is much about mourning and Jerusalem). All the best!
