Question
you said "Balaam said to him: You shall not seek their peace or their welfare all the days (see Deuteronomy 23:7)"
^why did Balaam say this? If Balaam was dead, why would he still say this?
Has his soul been completely destroyed though or, where is Bilaam now? Is he gone forever?

The simple reading of the Talmud we quoted implies that Bilaim’s soul is still being punished in the spiritual worlds beyond this physical world we live in.
