Is it okay to put a fire-retardant blanket cloth before Shabbos/Yom Tov, beneath the base of a candle that is lit for Shabbos/Yom Tov?

ב"ה Shalom I don't fully understand where and how this cloth is placed. But we have the issue of placing something under the Shabbat candles, to catch possible falling sparks, or even placing water under the candles before Shabbat, all discussed in Shulchan Aruch Orach Chaim רסה:ד.. If there is a fear of a fire, it may be placed before Shabbat, and many are lenient even if there is no fear of a fire if placed before Shabbat. All the best Shabbat Shalom and Shanna Tova.
