What is the Jewish perspective on whether we should prioritise helping our own community before helping the broader community?

Shalom,
The Jewish perspective on this issue is quite clear. The Talmud in Baba Metzia 71a , says explicitly that if there are local poor from your city and other poor people from another city, the local poor take precedence. So, you definitely may prioritize helping your own community before helping the broader community.
The Chafetz Chaim in his book "Ahavat Chessed" , which discusses the mitzva of Tzeddaka = charity , discusses at length in chapter 6 the different priorities in the giving of Tzeddaka.
