Shalom
An Avel can be present at the Pidyon Haben, but may not participate in the meal. He make partake of the refreshments (such as a pastry and the like) though . See "Mourning in Halacha" pg. 253.
According to Rav Gavriel Tzinner Shlit"a, in Nitei Gavriel vol. II, Chapter 21:7 (See also Chap. 23:19) the Avel may be present at the meal as well if he does not sit with other participants or eats in a separate room.
