In Yeshayahu (Isaiah) ch. 24 v. 5 what is the everlasting covenant that is being broken?

Shalom,
There are two main understandings of the verse. Either it refers to the ten tribes sent into exile, who broke the covenant of both the written and oral Torahs by serving idols etc. (See Redak and Malbim).
The other understanding is that of the Redak, who understands it to be referrng to the future, when the nations will be punished for breaking the covenant of the Torah - by mistreating the nation of Israel. Or, according to the Abarbanel, it refers to the Torahs of both the 7 Noahide laws, and the natural laws of ethics .
