I have heard various opinions from during Chazaras HaShatz, after Ashrei, or after davening alltogether and just saying some Tehillim with them. Thank you.

Tefillin of Rabeinu Tam should be put on after davening. After putting them on you should recite the first two Parshiyot of Shma.
