Question
Dear Rabbi I am not sure what kind of king we can make blessing on:
1) Can we say a bracha if we see a king from a Modern Monarchy political system?
-one person told me that this king must be a king who can execute the order of life or death. So, the king of England can not be
-Anorher person told me we can make a bracha if we see king of Spain forexample bc he is very popular and well loved.
2) How about a temporary voted prime minister/ president of a country
3) What about a dictator? ty
4) do we say this bracha before, at the time, or after the meeting?
Any further clarification is appreciated

We don't say this blessing today at all (Harav Asher wiess, Minchat Asher Shemot page 97).
