Dear Rabbi I am not sure what kind of king we can make blessing on: 1) Can we say a bracha if we see a king from a Modern Monarchy political system? -one person told me that this king must be a king who can execute the order of life or death. So, the king of England can not be -Anorher person told me we can make a bracha if we see king of Spain forexample bc he is very popular and well loved. 2) How about a temporary voted prime minister/ president of a country 3) What about a dictator? ty 4) do we say this bracha before, at the time, or after the meeting? Any further clarification is appreciated Thank you
