Haircuts on Yom Haatzmaut were allowed by Rav Tzvi Pessach Frank zt"l . Is this written anywhere?

ב"ה Shalom, I received this question only after Yom Haatzmaut. In any case, I think that about the time when Chief Rabbis, Rav Herzog and Rav Uziel zt"l published their opinion about Yom Haatzmaut that the laws of Aveilut of the Sefira do not apply, meaning that one could also shave, Rav Frank zt"l voiced his opinion to endorse this that one may shave and take a haircut. In any case, this Heter of Rav Frank zt"l appeared at least in the official annual journal of the Chief Rabbinate "שנה בשנה" in the year תשנ"ב on page 145. All the best
