In any case, I think that about the time when Chief Rabbis, Rav Herzog and Rav Uziel zt"l published their opinion about Yom Haatzmaut that the laws of Aveilut of the Sefira do not apply, meaning that one could also shave, Rav Frank zt"l voiced his opinion to endorse this that one may shave and take a haircut.
