Who takes precedence - a bar-mitzva boy or someone with a yartzeit that shabbos?
Answer
ב"ה Shalom, On the one hand, a Bar -Mitzva boy takes precedence over a Yahrtzeit , but only for an aliya to the Torah. He has no special rights to the Haftora. While a person with a Yartzeit in the upcoming week has special rights for the Haftora. [See: שו"ע יורה דעה סי' שע"ו:ד, בית יוסף שע"ו בשם הכלבו, ביאור הלכה סי' קלו, ספר זר התורה עמ' מג.] On the other hand, it has been customary for many years now, that a capable Bar mitzva boy reads the Haftora as part of his Simcha, for which he spends hours of learning and preparation. Therefore, this is an issue which should be resolved by your Shul Rabbi to find a solution which leaves all parties happy with no arguments. All the best
