Question
How does Rabbi Ro’i Margalit, who wrote, "It is forbidden to teach Torah to a non Jew" (citing Meshiv Davar & Ohali Ya’akov) explain Deut. 4:6 "Keep therefore and do them; for this is your wisdom and your understanding in the sight of the nations, which shall hear all these statutes, and say, Surely this great nation is a wise and understanding people", and Micah 4:2 "And many nations shall come, and say, Come, and let us go up to the mountain of the Lord, and to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for the law shall go forth of Zion, and the word of the Lord from Jerusalem" ?
Answer
The Pasuk of "for this is your wisdom..." is talking about Ibur Hachodesh, the secret of the Jewish calendar that jews know better than gentiles. The second Pasuk doesn't contradict what we've said, it's telling us that the attitude of the Goyim will change toward us in the future and they will come to us to learn how they should act and how to perform the seven Mitzvot of Bnei Noach according to the Jewish Torah. Of course, they won't learn the whole Torah as we do. Rabbi Ro'i Margalit
