Thank you very much for your careful and thorough answer. I understand everything that you wrote except one point. You mention that since it contains bee honey and a little water, it falls under the din of hafrashas challah. If I put in brandy, not vodka, it will have zero water. As for bee honey, are you sure that bee honey is like date honey? Thank you again. You were very helpful.

ב"ה Shalom once again, As a clarified in my previous answer, since these cookies are not bakedת in principle they are exempt from Challa. However, I also mentioned there is the opinion of the Shach that in a case of thick batter even though the intention is to cook it, since the batter is worthy of being baked Challa must be taken. In order to satisfy all opinions, Challa is taken without a Bracha. In regard to the liquids in the dough, a short background. The Shulchan Aruch (שו"ע יו"ד סי' שכ"ט סעי' ט') on the one hand, seems to follow the opinion of most of the Rishonim that dough with fruit juice alone requires Challa to be taken, although it's not from the seven important "Mashkim"= liquids. On the other hand, immediately following that the Shulchan Aruch says that one should be careful not to make batter from fruit juices alone which are not from the seven important "Mashkim". Also, elsewhere in the Shulchan Aruch (או"ח יי' תס"ב:ב ) it seems that the opinion of the Rosh is followed, that only seven important "Mashkim", require a batter to have Challah taken and therefore a batter with fruit juices alone would be exempt. So, in such a case since there are many opinions, Challa should be taken without a Bracha.(all summed up in the newly published book of Rav Eliezer Melamed Pninei Halacha on Kashrut (11:9:10 ) Rav Mordechai Eliyahu zt"l , wrote that if wants to take Chala with a Bracha, a bit water should be added. Bee honey is NOT like date honey. I specifically, emphasized bee honey to exclude other types of honey which do not fall under the same category. Bee honey is one of the seven important "Mashkim", while date honey is a fruit juice. But one again, in any event your cookies are not baked, if you take Challa, it is WITHOUT a bracha. All the best
