Question
I’ve seen many times people state that certain mitzvot become Torah requirements (d’oraita) only when a majority of Jews live in the land of Israel. Where can I find a complete list of what these mitzvot are (and sources if possible)?

The Mitzvot appear in Sefer Hachinuch. Mitzvot 330, 332, 335 and 339.
