Question
Shalom. Can one buy new clothes during the Omer (but not wear them until after the Omer) if they are on a sale that takes place during the Omer only? Can one have a piece of clothing tailored the week before Shavuot in order to wear it on Shavuot? Thank you

Shalom.
The reason of not buying new clothes during periods of mourning is mainly because of the bracha of "Shehecheyanu". The laws regarding this issue are more stringent during the tree weeks and 9 days.
However, the Mishna Brura (סי' תצ"ג , ב) is of the opinion that when the need arises to say "Shehecheyanu" during the omer one may do so. This is also the opinion of many great Rabbis in our time. It therefore follows that if you need new clothing they may be bought during the Sfira.

However, if you know that you have a custom in your family to refrain from buying new clothing during the "omer" you should adhere to your custom. That would mean also not to buy clothing during the sefira in order to wear after the sefira.
