Question
Shamita year in Jerusalem. A few year ago the building garden was a waste land. I removed the waste, built a foot high rock border with rocks cleared from the waste. The rocks are piled one on top of the other without any binding between then. The rain causes the rocks to fall down. Ever year from time to time I would restack the rocks. That garden is only flowers not eaten nor the type of flowers brought into the house. The rocks boarder the garden making it look nice and helps stop small children from stepping on the flowers. Can I restack the rocks in a shamita year ?

My understanding of your question is that the arrangement of the stones is not in any preparation for growing anything. Therefore arranging the stones is permitted.
