I was wondering if it was permissible to make an online reservation during the nine (9) days for something to be used after Tisha B’Av?
If my credit card is not charged until I pick up the item, do I technically not own it yet?

Yes, if it's something that you'll lose out if you don't order now, than you can make your online reservation during the 9 days.
