My wife enjoys going to shul on Shabbat and enjoys reading the parsha. Is she required to say Baruch HaTorah before studying Torah?

Thank you for your question. Yes, both men and women are obligated in the blessings of the Torah (see Shulchan Aruch, Orech Haim, 47:14). She should say these blessings before she starts studying the Torah.
