Question
If its after chatzos and someone missed shacharis should he wait to for mincha to put teffilin on? Is there any inyan in davening mincha with tefillin if someone missed shacharis, or can he put them on and just say the parshiyos?

If someone has not yet put on Tefillin at Shacharit, according to the Mishna B'rura (66:40, see also Sha'ar Hatziyun 66: 64) he should put on Tefillin at his first chance and not wait until Mincha, because a person may not do Melacha when he has a Mitzvah incumbent upon him.
If it happens to be that he received the Tefillin just before Mincha, he should put them on at Mincha. (Mishna B'rura 66:40).
While having them on during the Shmoneh Esreh of Mincha, perhaps there is an added aspect to the Mitzva, since the Shulchan Aruch (25:4) says that a person should have Tefillin upon him when he says Kria't Shema and Shmoneh Esreh. Since he missed having them on Shacharit, he can possibly gain the missing merit at the Mincha Shmoneh Esreh. This is because we have found in the poskim, in a case in which a person must repeat Shmoneh Esreh of Shacharit (For example, he forgot Ya'aleh vi'yavo ) it is the correct thing to put on his Tefillin again while he repats Shmoneh Esreh.
However, as I've stated, he should not delay putting on Tefillin in order to wait for Mincha.
