would i be correct that one does not tear kria at the kotel on tu bishvat? Thanks

Shalom,
You would be correct to say so. Based on the following:
1.There are opinions that say that kriah for the Bet Hamikdash, only when you see the floor of the "azara., meaning seeing the floor of Har Habayit, which means that seeing the kotel only doesn't require Kriah.
[הרב שריה דבליצקי (זכרון בצלאל סי' ל"ח עמ' קמה. והרב טיקוצ'ינסקי (ספר א"י כ"ב, ז) קבעו שרק הרואה את רצפת העזרה קורע [וכן במועדים וזמנים של הרב שטרנבוך חלק ז סי' רנז, והובא מנהג זה בנטעי גבריאל הלכות בין המצרים חלק ב פרק ק, סעיף י"א]
2. There are other opinions there are those who rely upon even if one does not do kriah at all, since we don’t appreciate enough what we have lost.

3. Even if we overlook all the aforementioned opinions, there is a minhag not to do kriah on a day when Tachanun is not said, which would include Tu Bshvat. On the one hand, it is said in the name of Rav Shlomo Zalman Oirbach zt"l , that this minhag has no source.

Nonetheless, in Sefer Eretz yisrael of Rav Tokachinsky zt"l (22:11) and also Rav Betzalel Stern שו”ת בצל החכמה ח”ה סי’ יב
, it says not to do kriah on Erev Shabbat after Chatzot= midday, on Chol Hamo'ed or on Purim. Rav Moshe Feinstein zt"l שו”ת אגרות משה או”ח ח”ה סי’ לז has written that although there is no source to this minhag , it is not to be changed.
In view of all the above one may be lenient on Tu B'shvat and not do kriah.
