Question
Is it permitted to write a message in a Hertz that I am giving as a gift?

Thank you for your question. I assume you are referring to the Rabbi Hertz Chumash. In any event, it is perfectly acceptable to write a message in the fly-leaves of the Chumash. This is a regular practice, and certainly involves no disrespect of the Chumash.
