Netilat yadaim
Question
Do you wipe your hands with a towel after saying the Bracha of Netilat Yadayim? Is it the same before saying Hamotzi and on Shabbos?
In a cemetery and the first time Netilat Yadayim during the day and second third time. When do you wipe your hands, before or after the Bracha?

The Bracha for washing your hands before Hamotzi is said after washing but before the drying of the hands. (שולחן ערוך או"ח סי' קנב: יב מ"ב ס"ק מ"א). The laws of Netilat Yadyim on Shabbat are the same as doing the week. Netilat Yadayim→Beracha→ drying of the hands.
(However, on Shabbat there are specials customs in regard to the cutting of the bread)

In regard to Netilat Yadayim the first time in the morning, the best is to wash and then say the Bracha (משנה ברורה ו:ט ), however some have the custom of waiting with the Bracha until getting to the Bet Knesset for Tefilla. (ו:ט שולחן ערוך או"ח סי' )
In regard to washing of the hands after visiting a cemetery, one washes the hands but says no Beracha. Also the custom is NOT to dry the hands when washing at the cemetery.
Both in the cemetery and the first time in the morning, the hands are washed 3 times alternately. (משנה ברורה ד:לט)
