Does the mitzvah of shnayim mikrah vechad Targum apply when there is no Krias HaTorah (because shuls are closed due to COVID-19)? If yes, when does it begin for the week if there is no Krias HaTorah at Shabbos Minchah (again because shuls are closed)?
Answer
Yes, reading the parsha with targum/Rashi still applies exactly as usual.
