Question
Hi,
I currently recieve a government fortnightly payment as I am an independent university student and earning less than a certain amount of money a year. Am I required to count this as my income and give my 10% of Tzedaka from this money?

I have received from my Rabbi, Rabbi Zalman Baruch Melamed shlit"a that though there may not necessarily be a Torah command to give Tzedaka from this income - a person who gives will see much blessing and riches from his or her contribution. And though not obligatory, it is highly recommended.
