There are two types of Retzuos (straps) soft and hard. What is the difference?

I assume you are referring to thicker and thinner straps. After verifying with people who deal with retzu'ot, the difference is one of quality of the hides used. However, sometimes thinner retzu'ot are made of better quality all depending upon who manufactured them.
