Question
If a man’s testicles are still completely intact but stop working probably would that classify him as a פצוע דכה (If the Hebrew did not appear: A man with crushed testicles or a severed organ shall not enter the congregation of Hashem. Devarim 23:2)? In addition to the Rabbi’s answer could the Rabbi believe give me additional sources to look up as well?

This is a complex issue as it depends on why and how his testicles are not functioning.
If he was ill or was born that way then this is called seris chamah and he is permitted to marry, however if he were to undergo an operation that rendered him infertile this is more complex.
Please look in the Mishnah and Gemara in Yevamot 75a
