is it permitted to wash one’s face with soap & cold water during the 9 days?

ב"ה ז' מנ"א תש"ע
The Mishna Br'ura (551:94) permits washing of the face and hands with cold water and other Achronim add that one may use soap especially in places with hot a climate.
