Question
Shalom Rabbis,
With reference to the opinion handed down by HaRav Moshe Feinstein z"l about being able to shave during Chol HaMoed and S’fira, did he mean it to apply only in Chutz La’Aretz or is it applicable also in Israel ?
Answer
Rav Moshe does mention in more than one Tshuva that his answer is for his and similar places; one can argue that at least some places in Israel are similar to what Rav Moshe spoke about.
In practice even though Rav Moshe wrote he is lenient only in a case of need and not to all who ask, it is a common phenomenon to see clean shaved faces of completely frum people on Chol Hamoed or Sfirat Haomer in Israel, who base their practice on Rav Moshe.
