Is it right that all of us are gillgulim?

I don't really know and I'm not sure there are many that can answer this question with a definite answer. The Ar"i z"l is commonly quoted to say that there are only a few among us that are "new" souls whereas most of us are "gilgulim". Since I don't fully understand the meaning of the above statement I try to focus on that which I feel is more relevant to my Avodat Hashem
