Question
I was told that if you reached into your Tefillin bag and touched the head Tefillin first, you are required to put them on first, because you cannot " pass over " a mitzvah. Is this correct?
Answer
Since we learn from a Pasuk in Torah that the order of Tefilin should be Yad first then Rosh even if one encounters the Shel Rosh first he should put it aside and place the Shel Yad first. [Shulchan Aruch OC 25;6 and Mishna Brura ibid]
