Question
I read that you can wear shorts and can even daven wearing shorts (unless you are the shaliach tzibur). Could I wear shorts to learn torah? read tehillim? make brachot?

If you wear shorts regularly - you can Learn Torah, say Tehilim and make Berachot wearing shorts.
