Question
Can Judaism meet the challange of the progress and impoverishment of culture?
Answer
The challengs must be met not by "Judaism" but by individual Jews and Jewish communities. The Torah as a source of stregnth and wisdom will always be beneficial in all challenges. The quesion as stated does not illuminate your specific concerns. I suggest you be more specific about the halachic attitude towards specific manifestations of modernity (not all of which is
bad).
