What makes a yeast-raised wheat dough Mezonot rather than Hamotzi?
Answer
The way the dough is made and the way it is baked will define dough Mezonot from Hamotzi.
Baked dough will be Mezonot if the dough is made with sugar or other flavours in high proportions (like a cake),
Or if it is baked stuffed with filling, (like a burecas)
Or if it is baked to the extent it dries out and breaks (like crackers and pretzels)
